New York State Police from the Stormville barracks arrested 36-year-old James E. Penny, of North Salem on Monday on a charge of driving while ability impaired by drugs, a misdemeanor. Troopers stopped Penny on Beekman Road for speeding and failure to maintain his lane of travel.
